It can happen. It may be that this girl has high levels of prolactin and that can be tested for quite simply (a blood level). It can be a side effect of medication or could be getting over-produced by the pituitary. She should have a blood test.

No, you cannot produce actual breast milk unless you have had sex and become pregnant. You CAN have discharge from your breast that is somewhat like breast milk, however. It caused from elevated prolactin levels. Prolactin is what produces breast milk and usually doesn't become "active" until a woman is pregnant. Women with higher levels can produce a milky discharge from their nipples, but this is not actual breast milk. It doesn't contain all the hormones or nutrients as real breast milk that a newborn would drink. You can get tested for elevated prolactin levels and can actually even get prescribed a medication to make it stop.
