I would like to know:
1. Cost to fill. I'm not sure I care too much about how much it costs to hire any individual but would like to compare year over year total recruiting costs, per hire.
2. Performance and retention of hires, 6 months, 1 year and 2 years. If a new hire is the "product" of recruiting, how effective is the product?
3. How do we do in comparison with our competition? Are we hiring better employees than they are, are we using our money well, are we more effective than they are?
The specific metric would, obviously, depend on the particular company and how they evaluate things but these would be pretty high on my list.

That answer will vary greatly based upon each organization and what behavior you are trying to drive. An organization focused largely on cost will likely have cost per hire as one of its measures. An organization who wants to be known as the tops in service and experience will likely have candidate satisfaction and hiring manager satisfaction as some of their measures. Whatever is measured will dictate the behavior of the recruiting organization so choose the measures that make most sense for your environment and what behavior you want to see. A key part to consider is that the measures selected cannot be done in silos. They must be weighted in relation to one another. Is customer service more important than time to fill and if so, by how much. If a recruiter is a rock star in terms of number of fills but sacrifices candidate satisfaction to make it happen, is that recruiter a rock star or a dog (or somewhere in between). Excellent points. I would add that there should be some measure of the level of "successful recruiting" in relation to the actual performance of the organization - if there is little/no correlation, perhaps the measures are not the ones that really matter!
