Winston Churchill suggested the idea (but that doesn't mean that he issued orders to that effect). In response, his whole cabinet and military commanders were opposed to the idea, and reason prevailed. They warned Churchill that Hitler would be compelled to do the same in retaliation. Surely, they were smart enough to know that it's no way to provoke an enemy dictator who had no qualms of exterminating whole races in retribution.

For those posters who ask for proof of this, that event was widely written in history books about World War II. That's no secret.
